After a rocky 2-year stint as the Clark stint as the Clark Police Chief, Hector Garcia finally decided it might be time to go back to college and explore a career change. Garcia's relationship with the Association was never good, but things went south in a hurry when the chief used some v e r y q u e s t i o n a b l e tactics during contract negotiations.

Phil Gervasi, a COPS Director and President of the Clark County School Di s t r i c t Pol i c e Off i c e r s Association, implied the Chief didn't necessarily leave on his own accord, saying, “The superintendent took the bull by the horns and made a decision that was good for the district and Hector Garcia.”

During contract negotiations between the Police Officers Association and the school district, the chief sat across the table from the POA. A complaint was made against the chief that alleged he simulated a kick to the backside of t h e f e d e r a l arbitrator as he walked behind her while exiting a b a r g a i n i n g session. The complaint also alleged the chief said, “I can't stand that bitch. I'm going to get rid of her. I can't believe we're p a y i n g h e r. ” After the alleged incidents, Clark County school district officials banned the chief from the contract negotiations. COPS' Director of Field Operations Don Ruiz, who was involved in the contract negotiations, said he's never seen something so stupid. “We all couldn't believe what we were seeing and hearing. The chief was so arrogant, I guess he thought he could do whatever he wanted with impunity.” Guess not.
